I want to buyt one of these two monitors, but I am wondering how similar they are in terms of lag, contrast and all round quality?

I can buy either of them for the same price brand new, which is why I am asking here, if anyone has tried both. I wanted the 215TW because the 214T was so much more expensive, but now the situation has changed...

The main uses of the screen will be design/photo editing, programming and a little gaming and DVD watching.

Can anyone suggest which monitor is best? And does the 214T have the same input lag problem as the 215TW?

Not sure if the 214T has the same input lag, but if I had to guess I'd say yes. It almost certainly uses overdrive, and so it must have a frame buffer.

You can take a look at color accuracy there too. The 215TW wins easily after calibration.

The 215TW is more economical, it has more accurate colors, and probably has the same amount of lag. Contrast should be roughly the same. Both are very high contrast displays.
